Бивалютная корзина и экономика России

С начала 2009 года обмен рубля осуществляется близко к нижней границе бивалютного коридора, состоящего из евро и долларов. Введение бивалютной корзины и установление ценового коридора её колебаний. Обладая большими капиталами, он имеет возможность, несмотря на стандарты и принятые законодательные нормы, формировать ценовую политику национальной валюты. По факту имеется нейтралитет, который большинству объяснить весьма проблематично.

Казалось бы, курс устанавливается в результате торгов, то есть рыночными методами, но из-за масштабного количества ресурсов такого участника, как ЦБ, он самостоятельно устанавливает приемлемый для него курс. Благодаря тому, что Российская Федерация занимает третье место по размеру золотовалютных резервов в мире, Центральный банк способен защитить рубль от практически любых спекуляций. Время показывает, что снижение доли доллара в пользу европейской валюты помогло снизить волатильность в краткосрочном периоде. На фоне того, что ЦБ пытается всеми способами максимально наполнить резервы, в июне 2015 года российский рубль был признан самой волатильной валютой. Из-за того, что в основном в торговле использовались доллары США и евро, расчет такого показателя сводился к сравнению рубля именно с этими двумя валютами. Однако все это приводит к возникновению валютных рисков, так как при таких обстоятельствах на состояние рубля влияет не только экономика России, но и экономическое положение других стран.

Российские вкладчики стали переводить свои долларовые накопления в евро или рублевые сбережения. Кроме того, на Европу приходиться около 50% торгового оборота Российской Федерации. Рубль, таким образом, укрепляется по отношению к американской валюте и слабеет по отношению к европейской, в то время как к корзине валют его курс остается практически неизменным. В то же время привязка курса рубля к двум валютам увеличивает валютные риски, поскольку состояние российского рубля зависит от экономики не одной страны, как это было ранее, а от экономики нескольких стран.

Бивалютная корзина РФ сегодня

По истечении двух лет структура корзины подверглась кардинальным изменениям. Сотрудники Центрального Банка Российской Федерации специально установили данный курс с целью ограничить рост европейской валюты и предотвратить падение доллара. В 2007 году на международной экономическом рынке царила финансовая неустойчивость. Во избежание проблем российское правительство приняло решение предоставить полную свободу своей национальной валюте, установив локальные максимумы и минимумы, что автоматически сформировало коридор. Ходят слухи о том, что в валютную корзину могут включить и валюту Японии в пропорции $0.4, 0.4 евро и 0.2 иены. В отношении механизмов расчета и функционирования бивалютной корзины много вопросов. Помимо попытки «отвязать» рубль от доллара и сгладить внутридневные колебания, преследовалась еще одна цель – осложнить жизнь спекулятивно настроенным участникам валютного рынка Forex и сделать рынок рубль-доллар менее предсказуемым.

Причины образования бивалютной корзины

То есть бивалютная корзина простыми словами – это способ узнать спрос на российский рубль в соотношении с определённой пропорцией доллара и евро. В октябре 2009 стоимость бивалютной корзины пробила уровень 36 рублей, ниже которого корзина в этом году торговалась только в первые дни января. Центральный банк Российской Федерации (Банк России) уже больше недели вынужден выходить с валютными интервенциями. По оценкам аналитиков, ему продали порядка 1,4 млрд долларов, что и удержало корзину выше 36 рублей. Иными словами, проблема «наполнения» валютной корзины упрощается (и усложняется!) тем, что многие страны привязывают свои валюты к двум основным – доллару и евро.

Однако изменение границ бивалютного коридора позволяет проводить более естественное и маневренное регулирование курсов валют. Кроме того, расширение границ коридора бивалютной корзины способствует приближению валютной политики Российской Федерации к свободному курсу рубля. Несмотря на то что бивалютная корзина изначально была предназначена для стабилизации курса национальной валюты и экономики в целом, правительство РФ не сильно стремилось привязать рубль к бивалютной корзине. С 2005 года систематически соотношения доллара и евро в корзине менялось.

С 14 мая 2008 года проводилась также практика регулярных интервенций ЦБ внутри коридора[6]. В этих условиях определяющую роль приобретет трансграничное движение капитала, которое и будет определять направление изменения курса рубля. Равновесное положение текущей корзины принято на уровне 30 рублей, однако для гибкости курсообразования Центральный банк Российской Федерации не проводит жёсткую привязку к такому уровню, а позволяет бивалютной корзине двигаться в допустимом коридоре колебаний. Введение бивалютной корзины и постепенное увеличение доли евро в ней направлены на снижение волатильности курса рубля, чтобы в дальнейшем он мог стать свободно конвертируемой валютой.

Ранее, до 2005 года, привязка валют проводилась исключительно к доллару США. Как только евро начал крепнуть, а доллар ослабевать, в экономике стали активно использовать значение бивалютной корзины. ЦБ хотел снизить влияние доллара США на курс рубля, чтобы он меньше зависел от колебаний этой иностранной валюты. С этой целью и была создана бивалютная корзина, которая стала ориентиром валютной политики Центрального банка Российской Федерации.
